I could tell you how, but since it varies from version to version, I will just tell you to open a browser window, click on the "help" on the top bar, click "Contents and index", click the "index" tab and type "cookies" in the text box. I chose the "deleting cookies" topic.
What is neat about knowing how to look up the help is that the version of help you have will usually be specific to the version of Windows and IE you are running. I forgot MS has a cookie lister thing. I sorted by cookie name and looked for www.livejournal.com. It looks like this can be cleared by simply deleting all temporary internet files too... cookies and cache used to be seperate.
Also, when you are on the settings page, you can make sure you are set up to 'always' check for a new version of a page. Otherwise your browser might only check for updates every 24 hours, or every week. You can always force a re-check with f5.
